杜文瀚，汉族，1942年生于天津。国家一级美术师，中华人民共和国书画大家，世界级艺术博士，中央美术学院客座教授，博鳌亚洲艺术人才研究中心研究员，中国书画家协会终身名誉主席。

自1963年起有大量书画作品在各大报刊发表出版。曾参加国家级书画大展，多次获奖。部分书画作品曾被中国美术馆及地方美术馆收藏。诸多作品流传到海内外，部分作品做为国礼被一带一路沿线国家元首及政府官员收藏。艺术传略入编中国文联出版社《中国美术选集》（绘画卷、书法卷）、《世界美术家大辞典》、《领航中国·当代艺术卷》、《礼赞冬奥》、《大国艺术》、《艺术之路》、《魅力中国名家名作》、《中华墨宝》等多部辞书及出版物。《杜文瀚谈中国书法传承与创新实践中的一些感悟》课题论文荣获教育科研成果一等奖。
荣获“国家荣耀奖”，经官方评委会权威评选，特授予“全国十佳杰出功勋艺术家”、“国宝级艺术大师”荣誉称号，荣获“一带一路·国际金球奖金奖”，纪念联合国成立75周年，荣获联合国教科文组织颁发“联合国和平艺术奖”，荣获“联合国艺术终身成就奖”并授予“世界艺术功勋人物”和“联合国文化艺术勋章”，荣获“诺贝尔国际艺术奖”，特授予2023年度全球十大杰出风云人物荣誉称号。纪念联合国成立80周年被评为世界艺术终身成就奖，授予国际金牌艺术家。
