陈海平，1957年生，广东佛山南海人，笔名:智鸿，海艺苑主人，著名实业科学家。1989年考入中国书画函授大学，师从郝鹤君(黎雄才大师弟子)教授、谭荫甜、李荣昌等老师，同年加入华粤书画学会，1992年各科毕业考试成绩优秀，毕业创作被送北京总校，被评为优秀毕业作品，被总校评为优秀学员并获毕业证书。1992年创作论文:《赵佶对工笔花鸟画发展的影响》。1994年任《书画艺术家报社》特约记者。现为国际注册高级艺术家、世界华人美术学会副主席、中国国家书画院终身名誉院长、高级书画师，中国书法美术家协会终身副主席、中国作家创作协会名誉主席、中国一级作家，现为中国美术家协会会员、中国文联书画艺术交流中心顾问、国家一级美术师、中国国家博物馆特聘研究员、中国文化研究院高级研究员、客座教授，中国诗书画联谊会常务副主席，华夏国艺书画艺术中心副主任。
Chen Haiping, born in 1957, Nanhai, Foshan, Guangdong, pen name: Zhihong, owner of Sea Art Garden, famous industrial scientist. 1992: "Zhao Ji's influence on the development of meticulous flower-and-bird painting". In 1994, he worked as a special reporter for the Newspaper of Painting and Calligraphy Artists. He is now an internationally registered senior artist, vice Chairman of the World Chinese Art Society, lifetime honorary President of China National Calligraphy and Painting Academy, senior calligrapher, lifetime Vice chairman of Chinese Calligraphy Artists Association, honorary chairman of Chinese Writers' Creation Association, and a Chinese first-class writer. Now he is a member of the Chinese Artists Association, consultant of the Chinese Federation of Calligraphy and Painting Art Exchange Center, national first-class artist, special researcher of the National Museum of China, senior researcher of the Chinese Culture Research Institute, visiting professor, executive vice chairman of the Chinese Poetry and Painting Association, deputy director of the Huaxia National Art Painting and Calligraphy Art Center.

2006年12月，工笔画《香飘岭南》被辑入中国国际出版社出版的《盛世中华》，中国文化信息协会赠：陈海平同志荣膺2006中国对外文化交流《盛世中华》中国优秀企业领航人代表，并被授予“中华风彩人物”。2007年7月，出席于北京人民大会堂召开的第六届中国科学家论坛。2009年1月任中国书画名家研究会主席团成员，2009年5月1日，被中国报纸副刊研究会、书画艺术委员会授予“全国劳动英模五一座谈会特邀嘉宾”荣誉称号，工笔花鸟画作品入选《中华各界行业杰出人物大典》之精品书画艺术作品集锦篇。2009年8月陈海平所撰写的六则格言被中国中外名人文化研究会评为优秀作品，并辑入中国文史出版社出版的《中华名人格言》。2009年10月，国画作品被中国书画家联谊会北京艺术创作中心评为“金”奖，并辑入《激情岁月·庆祝建国六十周年诗书画精品集》，并任该书的特约编委。2009年10月陈海平的工笔花鸟《出淤泥而不染》于中央文史研究馆书画院南方基地，入选由广东省人民政府文史研究馆主办的“辉煌中国”——庆祝中华人民共和国成立60周年书画展，并入编其书画集。2009年10月，陈海平书画作品被中国社会科学院新闻与传播研究所、列入《艺术人生·中华艺术名家》专题纪念邮票名册，同时被载入《艺术人生·中华艺术名家博览》画册。2009年12月陈海平所撰写的格言被入编由中国文史出版社出版的中英文对照版《中外哲理名言》。2009年10月21日，陈海平携工笔花鸟画作品参加中国书画名家艺术精品世界巡回展——中国书画名家名作日本大展，工笔花鸟作品《昙花争艳》、《中秋玉洁》于日本东方广场美术展厅展出，受到国际墨画协会会长阿部正直（风木子）的好评。2009年11月1日，携工笔花鸟作品《寿带报春》、《蝴蝶双飞得意》于圣彼得堡参加中国书画名家艺术精品世界巡回展——中国书画名家名作第二届俄罗斯大展，其参展作品受到俄罗斯艺术家协会副主席瓦西里依维奇、俄罗斯列宾美院院长助理维克多的好评，并被俄罗斯美术家协会颁发“人民艺术家”证书。2010年3月30日至4月10日，携工笔花鸟作品《秋香皎洁》、《昙花争艳》于巴黎欧洲时报文化中心，书画展馆，参加中国书画名家艺术精品世界巡回展——中国书画名家名作法国大展，其参展作品受到法国艺术家及一同前往参展的原中央美术学院副院长叶毓中教授的好评。2010年4月，国画作品在参加“第三届·中日友好文化艺术交流展”中荣获金奖。2010年10月，被中国诗书画学会授予首届“金玉杯”全国诗书画大师成就金奖。2012年1月，在参加北京翰墨大家书画院举办的首届“翰墨大家”杯首届书画大赛中，作品被评为“优秀奖”。
2012年11月，于北京人民大会堂出席第九届中国科学家论坛。
2012年7月，被中国作家创作协会等单位授予第二届“百花杯”中国作家诗文书画创作大赛金奖。
2013年11月23-28日，随2013赴罗马尼亚商务代表团，出席于罗马尼亚人民大厦举办的中国——中东欧国家经贸论坛，目睹、聆听了李克强总理的精彩发言。2013年10月，书画作品在参与“翰墨颂伟人”中华诗书画名家邀请赛评选活动中，被评为中华红色艺术奖·书画类创作金奖。
2020年8月，被中国文化艺术大师网评为“首届中国文艺牡丹奖”。
2022年12月，被中国文化艺术人才中心授予“中国艺术金梅花奖”。
2024年1月5-6日，受中国民营科技实业家协会学术工作委员会邀请，于北京出席“2023年大国科技工作者年会”。

In July 2012, he was awarded the Gold medal of the second "Hundred Flowers Cup" Chinese Writers' Poetry, calligraphy and Painting Creation Competition by the Chinese Writers' Creation Association and other units.
In October 2013, calligraphy and painting works were awarded the Gold Medal of Chinese Red Art Award and calligraphy and painting creation in the selection of the "Calligraphy and Painting Great Man" Chinese Poetry and Painting Invitational Competition.
In August 2020, it was awarded the "First China Art Peony Award" by the Chinese Culture and Art Master Network.
In December 2022, he was awarded the "Golden Plum Flower Award of Chinese Art" by the Chinese Culture and Art Talent Center.
On January 5-6, 2024, he was invited by the Academic Working Committee of China Private Science and Technology Entrepreneurs Association to attend the "2023 National Science and Technology Workers Annual Conference" in Beijing.
